Thanks to a partnership between Green Homeowners United and Action Heating, qualifying low-income homeowners across the state can now access no-cost home energy upgrades — including insulation, air sealing, home energy assessments, and high-efficiency heat pump air conditioning systems — with little to no out-of-pocket cost.

The funding comes from Wisconsin’s Focus on Energy program and federal Inflation Reduction Act incentives, and it’s available right now for households ready to prepare their homes before the next heat wave rolls in.

“Low-income homeowners have an immediate opportunity to prepare for the next heat wave,” said Kevin Kane, Chief Economist at Green Homeowners United. “Thousands of Wisconsin households can benefit from thousands of dollars in available state and federal incentives to upgrade their insulation and cooling systems. These improvements not only make homes more comfortable during the summer, but also reduce energy costs year-round.”

How It Works: Four Simple Steps

Step 1: Verify Income Eligibility
Households with annual incomes below program limits may qualify. Program staff can help homeowners quickly confirm whether they meet the income guidelines.

Step 2: Submit Income Verification
Homeowners can submit proof of income through Focus on Energy or by contacting Green Homeowners United at (414) 604-6450 for hands-on assistance. Acceptable documentation includes:
– Most recent federal tax return
– Medicaid enrollment letter
– FoodShare enrollment letter
– Energy Assistance enrollment letter

Step 3: Schedule a Home Energy Assessment
Once eligibility is confirmed, homeowners can schedule an in-home visit with Green Homeowners United. If the home qualifies, recommended insulation and air sealing upgrades may be completed at little or no cost. Think of proper insulation like an oven mitt for your house — it keeps the summer heat outside where it belongs while boosting comfort and cutting energy use year-round.

Step 4: Qualify for a Heat Pump Air Conditioner
After recommended efficiency improvements are completed, many homeowners may qualify for a high-efficiency heat pump system. Heat pumps deliver cool air in the summer and reduce heating energy use during Wisconsin’s brutal winters — a true year-round win. Depending on household eligibility and home size, many homeowners can receive a heat pump with $0 out-of-pocket cost after available instant rebates.
